Thank you for everyone that suggested things. I finally got to work on this issue on site yesterday. I spent about a couple of hours before I gave up. I tried everything short of replacing the sound card on the PC. I think the problem lies within the PC itself. Probably the way it processes sounds via USB?
I don't know, it's just a suspicion. The USB bar worked fine on another station. I did read that sometimes these bars create problems for not being able to run on USB ports that are 3.0.
Ours are not. The USB bar would work every time I installed it as new, but as soon as I rebooted, it'd stopped or if I logged off, it'd stop working.
My solution was to use a sound bar that feeds of the audio jack and has it's own source of power. Worked like a charm!

All his work is thru terminal sessions. And he was the only profile having this problem. No other devices show up. I will look into updating the USB controller. No worries, didn't mean to cause any harsh feelings, wish I had one user whom I could blast away that easily. If he is the only one then it must be a hardware issue, like Brendan said, is it getting enough juice? Also worth looking into, in the RDP settings, what is the 'Remote audio playback' setting set to?

I have used two different bars. Both do not work.

Plug in another USB headset or sound bar and see what happens.Tried a different one and same problem. At this point, I don't think it's the soundbar. I told him to check the connections at the back of the monitor (he is remote). This bar comes with two different USB cables. I had forgotten, but checked the manual and is how I found out. I think maybe the other cable is the problem.
It goes from the monitor to the PC. He should get back to me this morning.
